ASHRAE Addendum 15c-2000 says to multiply the required relief capacity by a factor of 2.5 if there are combustible materials within 20 ft. Does this only apply to combustible and not flammable materials? If so, why doesn't it apply to flammable materials within 20 ft as well? Wouldn't flammables also contribute to the heat input (thus the required relief rate)…just as combustible materials would?
