Is inlet & outlet pipe schedule of a relief valve mandatory to be specified in the specification sheet ?

No, it is meaningless to the PSV vendor. Relief valves have standard sized flanges (or screw connections) depending upon the model you select. The only thing you (the Process Engineer) needs to do is to make sure the nominal size of the inlet line be at least equal to or greater than the inlet size of the PSV, i.e. if the inlet to the PSV is 2", then the nominal inlet pipe must also be 2" or more. This is mandatory by Code. For the tail pipe, it is good engineering pracitice to make the tail pipe the same nominal size or greater than the PSV outlet flange.
