In our common cooling water project, the line size of each pipe is around 4000 mm
and MOC is FRP.this line is provided with THERMAL RELIEF VALVE
wether this valve is required in water line?
if its so means ,what is the reason behind that and how to select valve size?.

If this line is completely liquid full at all times and if it rests in the sun and if it can be blocked-in, then that is why someone decided to put in the PSV for thermal relief. Unless you meet all of these conditions I wouldn't think you need a PSV for thermal relief.

If you do indeed need one, I typically install a nominal 3/4" x 1" valve but in this case it may not necessarily be size needed because of the pipe size and the length of pipe exposed to the sun. You can get an idea on how much you may need to relieve in API Standard 521.
