Help me to calculate the secondary reformer outlet material balance on wet basis.

You need to first of all put all the reactions.
CH4+O2=CO2+2H2
CH4+1/2O2= CO+2H2
And then calculate all accordingly your input rate, kg/hr or m3/hr.
simple.
