Hi,
Because we don't want:
To pollute the refinery environment with relieved HCs...and
To create an environment inside the refinery which would be ready to explode...!

Hi;
Fallah answer is the reason to install a flare in a refinery.
In the refinery you will normally produce HC with little to non economic value that in most cases is burnt in the flare, you will also occasionally send safety valve reliefs and other miscelaneous vent and in many refinery the flare system purge. The flare change the HC pollution into CO2, NOx etc with less environmental impact.
Zero flaring is an alternative to reduce all that emission by reducing the amount of HC that you burn. The main approaches are:
Recompress the combustible gases and use then as energy input to the refinery (fuel Gas)
Reduce Safety valve relief by installing instrumented safety system such as hipps etc that prevents the system to reach a point were PSV opens.

1. To completely eliminate flaring in refinery is not possible due to safety reason and environmentally.
2. However, to minimize flaring shall be the right things to do...since the flare must be lighted by pilot gas continuously..

Traditionally, flares are the final equipment used to ensure a plant's safety, excessive gases caused by process upsets and gas and/or oil wells are to be environmentally disposed. Such disposal is achieved by many ways: Gas reinjection, Incineration, power generation and direct venting to atmosphere. Some of these methods are preferred rather than others. Flaring is the most commonly-applied choice.
Flaring exceeded 12500 MMSCFD globally. That is why new technologies are used to recovered these gases for more economical uses rather than being waste.
Throughout flare gas recovery, we both achieved economic and environmental targets.
