help me further if I modify gas WBH@4.8MBtu/hr into side steam crude heater 1) is it possible 2) what can I do if any modification is required 3) can I utilize TEG in place of water as heating media

Firstly you have to check the thermal suitability and later ofcourse a mechanical suitability. And after rating it to your new conditions only you can understand whether you can do it or no.
You have not provided any process data or mech data hence it is difficult to answer.
generally carry out thermal design rating. Also, check for the coil allowable stresses.
Also, are you using 100% TEG or 50-50% TEG ? mind well, heat flux for fire tubes are lesser then for water.

Water Bath Heater : can I utilize hot oil (dowtherm) in place of water+glycol as heating media for acheiving temp >200F
because now temp is 125-145F of the crude @148 API

Please furnish some basic data. You fail to tell us the basic temperatures you are designing to.
If you don't furnish simple basic data, our members can't furnish specific, accurate recommendations.
Why would you use Triethylene Glycol (TEG) as a heat medium when it is notoriously expensive and decomposes at 400 oF? Using this expensive glycol as a heat medium is not done in industry . Dowtherm and Syltherm are heating mediums especially made for this purpose.

please find some basic data for the said Water Bath Heater sized for 4.8 MMBtu/h operating/existing parameters
(1) heat medium: water + 25% TEG , temp bath/shell side =200F
(2) product to be heated: crude oil inlet=55F outlet=125-145F,Press=280 psig , API gravity=48 & RVP at LP seperator outlet =14 psig
our main target is to reduce the RVP of crude oil up to 8.0 psig
whose flow rate =2000 bbl/d
can we use heat medium like Dowtherm or Syltherm ?

Yes, that is what I have previously told you: use either Dowtherm or Syltherm - which are designed heating medium fluids.

Qadri, you need some one to do a thermal rating of this thing as well as properly check the design temperatures of this thing ...
Also it will be a good idea to check the vaporization at the outlet of the heater with respect to tube diameters .. i.e, it was a gas heater and not designed for such phenomenon. also double check the safety system designs...
