This looks like "dead" crude to me. With only 1.2% butane, I would guess the RVP will already be below 10 psia. That's OK - the 10 psia is a MAX specification so no further treatment is needed to meet that.
The water content should be achievable with an electrostatic separator. Achieving the salt content obviously depends on how much salt is in the 20% water cut. You might need a fresh water wash system.
The H2S is more difficult. If you use a stripping column you are likely to lose some valuable light hydrocarbons, as well as generating a sour vapour which will need further treatment. And what would you use as stripping gas?
This is not a particularly sour crude, and the sweetening is best handled in a refinery, where the H2S would go with the lighter fractions which could be hydrotreated.
Edited Correction: It's the other sulphur compounds that get hydrotreated, not the H2S! I still think that the H2S is best dealt with in the refinery.
