Continuous Instrument Air Consumption For Automated On/off Valve?

Hi There,

 

For automated ON/OFF valves, I though instrument air (IA) is needed only when these valves are actuated. I just heard from a guy from our instrument group saying that I/P positioners for these valves need continuous IA purging just like control valves. Is this true? What is the continuous purging rate?
