Block Out Let Scenario

dears 

i have question about block out let scenario

imagine we have pressure vessel with 70 bar operating pressure ,down stream of the pressure vessel we have control valve with 60bar pressure drop, so, if down stream of the control vale one blockage happen ,

in my understanding pressure downstream of the control valve start to rise up to 70 bar(up stream pressure of control valve) I want to know  in this case when the pressure downstream of control valve due to blockage increase control valve started to open or started to close?

i think when the down stream pressure increased  the control valve started to close because in this case pressure drop decreased and control valve started to close to  increase the pressure drop am i right or not?

If this scenario happens why in bloc out let case we consider maximum flow of control vale instead of the min flow

Please explain what you mean by a "block out let scenario", to clear up my ignorance.

I've never heard of it and would like to learn what it is.
