Hi there 

As I look into the definition of safety valve , they said 

 

safety valve : an automatic pressure - relieving device . Actuated by the static pressure upstream of the valve and characterized by a rapid full opening or pop action .

 

My question is there a relation between static pressure and set pressure of the valve ?

PSV set pressure is the static pressure value at PSV inlet causes the PSV getting started to be opened in order to release the over pressure in the system is protected by mentioned PSV...

How about the time reaction of diffrent safety valve? Which one have the lowest time reactions?

I think fastest action belongs to a Rupture Disc; and Buckling Pin is at the second order. Pilot operated safety valves are at the third order and the Spring loaded ones are at the end of the rank of reaction time...

I want to data or catalogue that mention this time. Did you know something about this time of rupture disk? tube rupture and rupture disk are same? I want something with reaction time of lower than 2 ms.
