What is the difference between Pipeline Pumps and other Pumps?

As Per API 14c SDV should be provided in the upstream of Pipeline pumps and for other pump there is no need of SDV. why?

Providing SDV upstream of a pump is a matter of safety issue and may be considered either for plant or for pipeline pumps....

It means as per the requirement a SDV can be provided either at the upstream of a pipeline pumps or at the upstream of a process pump inside the plant. Please let's know the statement from API 14C mentioned in your first post is in which part of this recommended practice...
