Hi,

The main difference in Lube (non-energy) and Fuel (energy) refinery is configuration of Vacuum Distillation Unit and crude being processed. The straight run fuels from Crude Distillation Units will be same in both configurations such as LPG, Gasoline, Heavy Naphtha, Gas Oil etc. The VDU process only 370 deg C + material and configuration is  further based on number of lube cuts i.e. one VDU or 2 VDU in series.

Lube cuts from lube bearing crude differ in kinematic viscosity compared to VGO from VDU. I don't see any issue if one wants to process lube bearing crude in fuel grade refinery to achieve fuels.
