Mr. Rahimzadeh,

In general a SDV is authorized, in safety standpoint, having an equalization by pass line; a ESDV is not....

Why would you not want an equalization line?

I am no expert in this area but am generally interested. My understanding is that the equalization would reduce the opening torque meaning a smaller actuator which means the valve could be cheaper. And of course the opening / closing times would be more rapid.

So would you not have equalization in a SSDV and ESDV alike?

ESDVs can not be bypassed from the safety point of view. if a equalization line is needed, this line should have another ESDV installed  or lock closed block valve.
