Settle Out Pressure In Labyrith Type Compressor

I am working on Labyrinth Compressor (Positive Displacement) and i need to find the design pressure at suction side. 

 

I understand that incase of compressor trip spill bakc valve will be fully opened and discharge pressure will be transfered to suction side resulting in high design pressure side at suction side.

 

Vendor says Compressor will not start from settle out conditions , what dose it mean?

Appears it means the compressor loop should be depressurized before start up, probably due to motor power limitation...

Send inquiry for settle out conditions and ask them what are these conditions, Is this screw type compressor?, for reciprocating compressor no such type of safety system applicable for start up.
