As per attached sketch Caustic Pump filling line form lorry is from bottom(side) of the tank and lorry decanting will takes around 4 hours if we change decanting line from side to top as in sketch,it may helpful or not?

1)will it reduce pump efficiency?

2)will pump take more time for decanting due to head increase??

I would keep the existing configuration, unless there are some sound arguments for modification. This is intermittent service, so efficiency really does not play a big role here.

 

The pump may require more head because it is likely to expect the the loading line to be above the maximum liquid level in the tank. So the additional head will basically be the difference between the maximum elevation point of the loading line and the maximum tank level. The result would be a proportional reduction in pump flow capacity - how much it depends on the pump curve shape. The new flow-head point would again have corresponding efficiency point on the pump curve.

I guess your problem is because of the time required to unload ! 4 hours seems very long but to give  a proper answer you should submit information about your set up ( Pipe diameter , isometric drawing , pump curve and physical properties of your solution )

Performing hydraulic calculation should support the answer too  .
