If you are referring to line flushing prior to commissioning, achieving water velocities between 1.5 and 2.0 m/sec will generally remove all dust and debris from the line. Caustic lines are normally of small diameter (<2") so you may achieve the same by purging the lines with steam or Nitrogen.

It is standard practice to wash new pipe and fittings with a safe fluid (water) after construction. It is usually synergistic with pressure testing too.
