Nitrogen Recycle Using Voc Membranes

I'm involved with a project where we intend to nitrogen blanket API oi/water separators, with the VOC/N2 exhaust plumbed to carbon canisters. The client is wanting to use VOC silicone membranes to separate the nitrogen from VOCs, recycle the nitrogen to the storage tank, and then send the VOCs to the carbon canisters in order to minimize the nitrogen consumption of the system. 

 

It appears these membranes are intended for storage & transportation of gasoline to reduce vapor emissions. Is anyone aware of these types of membranes being used in a tank blanketing application in order to reduce N2 consumption? If so, is there any discussion / literature / etc. where I could read more about it?

 

If it wouldn't work, why not?
