I want to know that do we have any criteria for considering the psv for fire case in utility system

For example for utility package such as deaerator package, is it applicable to consider the psv for fire?

Fire happen to this system or not?

As I know we have limitation such as fire zone

What are the criteria of this fire zone? And how we can define it
