It is a typical blowdown case.  You may use a dynamic simulation model to figure out your peak flow and valve size based the blowdown time and final pressure requirement.

simulators solve these problems by subdividing the whole cycle in n steps, solving each step and then integrate (in some cases adopting a simplified model),

you can follow a similar method (by hand or with the help of Excel, Matlab or Mathcad to mention a few tools) or use a simulator as suggested by shan.
