Are there any guidelines/standards for the design of deluge fire water system for Hydrocarbon pipelines?

Pipelines are normally buried and do not require any fire protection / firefighting facilities.

ChemiFreak,

 

Cross-country hydrocarbon pipelines run buried as Dejan has rightly pointed out and need no fire protection.

 

If you are referring to in-plant hydrocarbon piping which is running across a pipe rack then NFPA 15 provides the guidelines for fixed water spray for fire protection. Clause  7.4.3.7 provides the guidelines for the water spray for pipe racks. Refer the table below for water spray densities for pipe racks as per NFPA 15:
