Steam Tracing

Dears,
Can the steam tracing bring back the temperature of a stagnant fluid in a pipe? if yes, I believe that it will take long time.
An example of the case is when the steam tracing of the suction piping of a standby pump is lost and later the tracing is back to work.

In general, heat tracing should be used only to maintain the operating temperature of a fluid within its desired value, when insulation alone is insufficient for this purpose. I should think that tracing might bring up the temperature, but I presume it would have been faster draining this line beforehand in the first place.
