how to design a ethylene pipeline project and what measures to be taken during engineering , construction , pre commissioning and commissioning of the same

There is nothing unique about an ethylene pipeline. Except at high pressure and high temperature ethylene will decompose, releasing a lot of energy. So this is a consideration in operation, not necessarily the things you are concerned with.
