Condensate Make Up System

condensate water make up system,
Condensate water storage tank(located at 100m elevn reference & normal water level 108m) of 300 m3 open to atmosphere is feeding hotwell at 107m elevn through hotwell make up pumps (centre line 100.2m) & make up CVs.
Frictional losses at operating flow
suction pipe=0.1mwc
discharge pipe=25mwc
other losses=5 mwc

1.In design of these systems what is the minimum level to be maintained in CST to prevent vortexing & loss in condenser vacuume.
2. what are the design inherent features given to prevent loss of vacuume in condenser in case of nontripping of pumps on very low level.

I may be a visual thinker, but without a sketch (or preferably a P&ID) it is extremely difficult to guess what you mean, let alone give you the right answer.
