Ayan:

It is important that you state up front what kind of application this is. Is this an academic exercise or an industrial, capital project?

What kind of water are you dealing with? It makes a LOT OF DIFFERENCE, in case you don't know. Potable, drinking water is almost always highly regulated and controlled by local legislative authorities and codes. You are, as a professional engineer, bound to those laws and regulations before addressing USA or European codes and standards.

Fire water, cooling water, aquarium water, irrigation water, etc. all fall usually under other local codes as well. The amount of drains is dictated by local codes and by how fast YOU need to drain. Manways are also dictated by local codes.

In short, this query is subject to YOUR doing a local search in your country on what is required and what is it that YOU want to do with this tank. The decisions and the design is 100% in your hands.
