I would like to produce sulfuric acid.

Elemental sulfur and liquid sulfur dioxide, which is cheaper?

This is the best advice. THere's much more to the entire picture than just the purchase of raw material. Liquid SO2 is a toxic and corrosive liquified gas. You do not want to handle a compound like this if you don't have to. On the other hand, elemental sulfur is easy to handle and store and is relatively innocuous. I'm sure it costs less also, so the whole issue should get very quickly resolved.
