There are a few factors that will affect whether the fluid goes into the shell or the tube, for example, corrosiveness, ease of foulling and others.
Pressure can also be one of these factors that determine if the fluid goes into the shell or tube. How does pressure of the fluid affect?

consider two things

1. Pressure : using high pressure inthe shell side will mean more thickness required for shell ,place high pressure fluid in tubes .

2. for fluid which you require lower pressure drop put that in the tube
