A pressure vessel of 30m3 with constant mass of water ie 15m3, pressure is being controlled at 100 kgsc by heaters of 1000kw & stem bleed Control valves. considering the worst case transient of faliure of heaters in ON & steam bleed CVs in closed state, what shall be the maximum relieving capacity required for relief valve.

From what you describe and how you describe it, it seems as too simple a problem to analyze and resolve. You fail to state that the incoming water feed continues, but I must assume that (i.e., the water content will not be boiled down to dryness).

Therefore, the only steam production is caused by the 1000 kw contributed by the (electric) heaters. You know the energy input rate; you also know the latent heat (energy) required to produce steam at the set conditions of your relief valves. Therefore, you divide one by the other and you get the answer.
