The Cv of a control valve is a property of the valve itself, and the fluid passing through the valve is not relevant to this definition. In other words, the valve's Cv is the same whether it's passing water, oil, vapors, or a two phase mixture.

That said, beware of using a control valve for a two phase flow system and believing you will understand its performance. If the fluid is non-homogeneous two phases entering the valve, I think it would be very difficult to know what to expect from the valve. I would consult with the valve's manufacturer for guidance.
