It is an ODE but i don't know how to get the C1 and C2 constants like they did. Do i multiply it all out first?

yes, multiply all. then simplified.
after that you can get the value, C2 = 1/4 and C1 = 1/2x, (the value of C1 from your attachment is wrong).

This equation is oscillatory --> damping equation
