Dear Sir,
In my hysys simulation , for suction scrubber,fuel gas KOD there is no flow at liquid condensate ie full of vapor.But for the vessel designing how we consider the liquid condensate flow rate.Please specify any basis for considering liquid condensate flow for vessel designing purpose.
Please help me.

It depends on your system, as usual.
You should try to envisage which kind of liquid you may encounter: perhaps water, for example during startup, or condensed hydrocarbons if your gas is off-spec, temperatures are low, or if you get carry-over from some upstream unit operation. Take the most conservative (lowest) density of all credible scenarios for sizing. Flow rate is not really important, you should allow sufficient space in the bottom part to put all the required instrumentation in.
