i am new in this domain 
i want to calculate the volume of n2 for blanketing 4 tanks of hydrocarbon 
i confused about the method would i use it between the max out/ in breathing mensionned in  the context of api 2000 7ed or annex f 
if annex f which level should i choose?

Considering the challenges associated with flame arrestors blockage and potential tank's over pressure/ vacuum in case of their blockage, it would be conservative to consider level 3 of nitrogen blanketing which doesn't consider the need for flame arrestors.
