Control Valve Problem

Hello,

The problem refers to our compressor minimum flow control valve handjack operation. This control valve had opened during operation @ 12% ( subsequently identified as an air leak in the tubing). Operations personnel immediately put this control valve into handjack mode of operation and closed the valve. After our troubleshooting exercise and after checking, when we wanted to release the handjack - ie put back the control valve to normal antisurge control, we were faced with the problem of the control valve stem moving when handjack was attempted to be released. This prevents us from removing the U clamp connected to the stem. We believe that the valve stem is stuck to the sleeve. However, I am looking for some explanations as to how this can happen.

I apologize that I haven't detailed out how handjack operation is carried out as that would be quite complicated to do so in simple text.

The control valve is an air failure to open valve, a caged valve ,balanced plug and with a direct acting actuator.
