I was wondering if anyone knows the maximum emergency vent pressure setting for an atmospheric flammable liquids storage tank meeting ULC-S601 construction standard ?

It depends on the MAWP/design pressure of the tank.

Yes, you must know the MAWP as well as the MAWV to size vents. But you say an atmospheric tank, and look at the word, ATMOSPHERIC. Typically these have very little or no pressure capability.

Look for a nameplate or contact the manufacturer to determine its' capability.

Then, if you have any pressure capability, determine the required venting volume and size a vent that will not exceed your MAWP at that volumetric flow.
