Help Determining Inlet Cooling Water Temperature

I have a practical question. I need to design a condenser that will use cooling water, but after the water has served its purpose, it will go to the local municipal waste facility - not a cooling tower. As such, I need to estimate what the supply water temperature will be. Without knowing the specific site of the condenser, how should I estimate this temperature? The condenser will likely be located in Long Beach, CA, so I can check local weather conditions at least. Would it be safe to assume the 0.4 percentile ASHRAE wet bulb temperature for the area + 10F or would that be a large under/overestimation? For Long Beach, the ASHRAE wet bulb temp is 71F, plus 10F = 81F for the assumed available cooling water temperature. Thank-you for your time in advance.
Hi,
Just a general comment the cooling water supply temperature at source assumed to be 4 Deg C above the WBT during preliminary calculations and it's quite a general practice. The detailed heat transfer study will be needed to assure the temperature value at the condenser inlet based on the local climate. If the location of the condenser is far away from the cooling tower you need the detailed study for hydraulics(to ensure the required flow rate) as well heat transfer to get the temperature value at condenser inlet.
