Pressure Control Of A Pipeline

I have seen many huge shipping pumps with pressure control valves just downstream them and upstream the pipelines.
What is the reason of having pressure reducing control valves if there are flow control valves at the destinations? I see them as energy consuming devices only.
If there is a hidden reason to have them, how are they sized?

I doubt the valves at destination points are flow control valves - more likely they are (on/off) manifold switching valves and level control valves on storage tanks.
Flow control valves are still the dominant method in flow control applications. Depending on specific cases, VFD or mechanical speed variation devices may be employed with success.

Your case is unclear.
Anyhow, Pressure regulating valves are applicable in a dramatic reduction of the pressure set the downstream pressure on a certain value but they cannot be used to regulate the pressure online.
On the other hand the flow control valves are capable to adjust the flow rate via changing the opening of the valve plug and obviously it might be associated with the pressure drop across the valve.

When you say "I have seen" do you mean that:
- You looked at drawing, control schematics or any place where it clearly state that those valves are for controlling pressure.
- Or that you observed automatic valves installed at pump discharge?
