Why Hydrodeslphurization inlet temperature should be above 370 C and bellow 400 C ??

Not all HDS operate in that range. Generally, lower temperature means less reaction. Higher temperature means more cracking and shorter catalyst life.  You should check with your catalyst vendor / technologist for the criteria they used to define those limits.
