i'm read about separator design and some problem like slug flow but i cant found any information about benefit surge and holdup volume in design

They are, in fact, the separator design requirements not its benefits...!

i know we can design the sump suction in separator based on retention time and flow rate but why sump suction divided into surge and holdup volume
