Do we realy need a level control calve for closed drain dum !?

No, in general there is no need to a control valve for closed drain drum...

 

The relevant drain pump will be started by operator when the liquid level is above LAL and will automatically be stopped in case of LAL.

Then you can go by using a LSH (level switch high) and still no need to a control valve...!
