Heat Exhanger Design , 2 In Series

We have one client that they have one shell and tube heat exchanger ( AEL type ). They are looking for alternative design because of  thermal expansion problem and also difficulity of tube cleaning because of fouling in turbulator ! The two fluids are triethylene glycol . Actually the heat exchanger is one pass in tube and one pass in shell . Tube length is 16 feet and OD is 1" . Shell OD : 20" .But when I tried to design it in HTRI ( to compare with the exist design ) I got two shell in series with either two or four passes of tube for each exchanger . The reason I guess is because of low velocity of the fluids and low mass flow rate . Tubes has turbulator to increase the velocity so I select tubes with twisted tape and velocity increased a little bit but I am struggle to increase velocity of fluid in shell to make it only one shell instead of two in series .although I tried to reduce baffle spacing / baffle cut but no significant change !

 

Any ideas ?
