Co2 Steam Turbine Surface Condenser Expansion Bellow Leakage

Dear Friends,

CO2 compressor steam turbine is extraction, induction, high pressure condensing back pressure turbine. It is consisting of HP and LP turbine. Cooling water is used as cooling media for condensation of exhaust steam.Surface condenser operating pressure is 0.21 Kg/cm2 (abs); [high pressure trip setting is 0.8 Kg/cm2 (abs)]. 

Now a days we are experiencing surface condenser bellow leakage near the corrugated corner side (new bellow was installed in 2015).

Initially we rectified the leakage by applying benzona paste. Secondly we fabricated a open water jacket/ tub around the expansion bellow for water filling inside it with an overflow line if leakage again starts. 

well! Again loss in surface condenser vacuum was observed, demin water was filled inside the jacket but after few days leakage rate increased and water level came down. A polythene liner was inserted carefully inside it and water was kept filled/overflowing for blanketing leakage area. 

Now if leakage further increase then what should we do to keep the plant in operation.

If someone has faced such kind of problem then please share your experience so that we can improve this troubleshooting?
