Dear all,

 

I am new in project engineering and would like to ask several things that a little bit confusing to me. Hopefully someone here can help me in understanding the differences in the following project stage:

BEDP (Basic Engineering Design Package)

I read in several discussion that BEDP is essensially FEED (Front End Engineering Design). Is that correct or is there any difference between BEDP and FEED? I discussed with my colleague, and he said that BEDP is the product of licensor (inside battery limit) and FEED is for the outside battery limit of the plant. Both have the same level of detail and can be used further for EPC tender purpose.

 

In case the plant is not a licensed plant (such as utility plant or tank terminal complex facility), is it correct to call it BEDP or should it be called FEED?

 

I also read an statement which states:

1. BEDP ISBL (inside battery limit) to be done by company X

2. BEDP OSBL (outside battery limit) to be done by company Y

3. FEED to be done by company Z

Does it mean that BEDP and FEED are different? If it is different, what are the differences?

There are many terms that are used, and the name is not what is important, but the content of the package.  

 

BDP = FEL2 = pre-FEED = DBM

Basic Design Package = Front End Loading 2 = Design Basis Memorandum = Process Design Package (from licensor)

This is the BASIS of the design, and usually includes PFDs, HMB, equipment list, maybe equipment datasheets for major stuff, preliminary plot plan.  There is usually enough here to do a Class 4 estimate and decide if you want to invest the money to do FEED.  At this point engineering is likely between 1-3% complete.

 

BEDP = FEL3 = FEED = EDS

Basic Engineering Design Package = Front End Engineering Design = Engineering Design Specification

This is the package from which you can do a Class 3 estimate, and includes everything above, plus P&IDs, line list, cause and effect diagrams, control narratives, all equipment datasheets, perhaps instrument datasheets, a plot plan, perhaps a 3D model to 15% completion, engineering specifications, electric equipment layouts and designs (e.g. single line diagrams, substation layouts).  You can bid EPC from this package.  At this point engineering is somewhere between 10-30% complete, depending on how well defined you want the design to be when you bid EPC.

 

I would NOT attempt to bid EPC from a licensor package, because they often are not complete enough to do so.
