The API 2000 Annex F gives different levels for tank blanketing, however, what is not clear to me after reading the document is, how can I be sure whether level 1 (minimum inert-gas blanketing) provides sufficient blanketing or whether I have to go for level 2 or 3 to ensure safety at all levels (personal, environmental, product)?
The very first line of Annex F mentions "All three levels provide comparable flashback protection". Does this imply, that either of the levels can be used? If yes, then is it necessary to have a flame-arrester, as I understand from this topic (post # 5) by Montemayor, to avoid FA's whenever necessary.
