In hysys, i want to know how to model loudest and variable speed fans. I have one fixed speed fan and one variable speed. Will louver will affect variable speed fan as well. I also want to know in steady state H and MB , only fixed speed fan should be running and variable speed is closed? How to model all this system? This air cooler is for compressor discharge side cooler.

Unless you have EDR installed, HYSYS cannot do this. And I don't think it is valuable.
