Flow Element Bypass Function

Dear all,
In unit I recently joined I noticed theee is a bypass of the nitrogen flow element at the BL of the unit and I wonder what the function of this anf when to use. The flow element is an orifice plate. Also it is the only header to have this bypass line.

May have to do with higher demand , let say start up ?

You are right I found a note on this bypass manual valve but then why doing this only with nitrogen why not on IA or any other header with orifice plate flow element.
Also what the benefit from bypass the orifice at the high demand?

Save time ……… during specific operation , let say inerting a large volume for example .
