Difference In Input And Output For Crude Oil Shipping Pipeline

We have a long treated crude oil shipping line 150 km from a shipping station to receiving station. We have an old problem in calculation of shipping and receiving amount. The problem is we always have a difference between them from 100 to 1000 bbls (shipping around 73000 bopd).the difference disappears if we make the balance over a wide range 15 days as example.there is no errors appear in estimating volumes as level of tank confirmed by manula dipping and automatic ATG on tanks.we use drag reducer to increase pipeline capacity.is there any possibility that the crude oil can accumulate in the pipeline if the shipping rate varies or if the velocity changes due to drag reducer stoppage. I know it can be happened in two phase pipeline but for one phase pipeline can it occurs also?

Is the volume you mentioned a standard volume or actual volume?

Also, isn't there a metering skid on the pipeline?

The volume is standard volume and no metering skids on pipelines .the quantity measured are by tanks level
