So, the IFC P&IDs should be officially issued after the 90% Piping 3D Model Review.
How about the control/instrument setpoints on the IFC P&IDs? Process should wait for the issue of IFC Piping Isometrics, finalize the setpoints based on the ISOs, and then issue the IFC P&IDs?

I think it's not really possible to give a general rule for that. Often the setpoints are adjusted during commissioning, so there is no point in finalizing them after the isometrics are finished, as they will be changed shortly after anyways (i.e. they were not finalized to begin with).

You are right: even if the IFC P&IDs are issued, operations still need to try out and adjust the control setpoints. However, for the engineering design itself, we need a timeline to wrap up the work.

To me this should be finalized after commissioning and test run together with the process book (updated).
