2 Inch Line From Tube Channel Cover Of S&t Exchanger

I have a S&T exchanger P&ID which I am using as a reference. It has process (hydrocarbon vapour) on the cold shell side and HP steam on the hot tube side. There is a 2 inch line from the channel cover below the tube partition plate provided with manual isolation valves. The line splits into a T- arrangement with both the branches indicated open to atmosphere at safe location.

Please can someone give an idea of the purpose of this line and when is it used.

I suspect the line is to vent inert gas. Inerts in condensing steam tend to accumulate above the liquid level instead of at the top. The line might be used whenever there seems to be a need to flush air from the exchanger.

You say isolation valves, not singular. The replies are probably correct, but an exchanger drawing would provide certainty.
