Psv Discharge - Safe Location Definition

Hi,

 

On the past, we have an incident with a “vapor” PSV.

The discharge line was full with hot condensate due to PSV leakage and no drain hole available. The PSV opened and condensate was projected (horizontal line) and reached a nearby equipment platform were some people was working on.

Recently, this issue came out again.

- Almost all standards state “safe location”, but none (at my concern) is clear about a definition.

- Some define guidelines for hazardous, toxic and flammable materials, but none give guidance for less harmfull streams (steam or condensate);

What would be a good approach to deal with cases like this? “Dispersion” study to evaluate temperature decay of the released stream?

Does anyone
