What is the type of pump in your service, I guess it will be a positive displacement pump.

 

The relief valve protecting the discharge piping should be as close as possible to the pump and there should not be any valve in between.

 

If the fluid is fouling, I would consider the possibility of a blocked outlet, but based on your diagram the relief valve would be of no use in this scenario, because the 3-way valve is at the the upstream of the relief valve, in case the 3 way valve blockage is considered then the piping between the pump and the 3-way valve will overpressurise during a blocked outlet scenario.
