Operating companies manage plant power outages before they happen by designing into the plant a safe response. The goal is to design process plants for graceful failure to avoid injuries or equipment damage. Automated valves are selected which respond safely to failures. Pressure relief systems are designed to avoid catastrophic equipment failures. Each failure scenario must be considered and hazards eliminated.  Backup power supplies are installed for control systems. High pressure nitrogen storage bottles may be connected to back up instrument air. Each of these contingency systems must be carefully designed, routinely tested, and maintained properly 'just in case' they are needed. Power distribution to the plant has built-in redundant paths to minimize outages, but they can still happen.

Hi,

You need to have a back up plan with strategic motors identified including back up power supply regularly tested  ( let say diesel generator or other power source) , same for valves ( position must be identified in case of power or utilities failure) . This job should be carried out by senior engineers .

my view

In my experience, a plant lost control screens but the DCS controllers continued to regulate the plant as usual without operator intervention. The engineering control station was monitored for critical processes until operator monitoring could be restored. No set point changes were made at the control station at the time, but it gave operations a window into what was occurring in the process. This was a short-term solution only. The control station was not configured for routine operation of the entire plant and would have been awkward to use for anything other than initiating an orderly shutdown if needed. In this specific instance, the control screens were restored after much frantic activity.
